It does, yes. Offhand, the most obvious thing you could do with Mercurial that you can't do with Subversion is having per-project repos (in addition to Mark's) so that people working together on a project can push and pull patches instead of emailing them to other group members, which doesn't scale very well. Then, the project leader (or a project leader) can push to Mark's repo, or upload to Dreamzilla, or whatever.
