That tweet was in response to a conversation where Bongbong(?) Marcos, Ferdinand Marcos' son said that with Benigno Aquino III -- Noynoy, and Benigno Aquino's son -- now president, and Bongbong as senator, it was like the wheel had turned.
*nod* Pretty much what I thought - i remember the events then, just not sure whether the similar names were a coincidence, or what the exact kinship was.
